Ecuador is set to begin studies next quarter for the potential modernization of five aging hydroelectric plants in the Cotopaxi province. The plants, operated by state utility Empresa Eléctrica Provincial Cotopaxi (Elepco), have a combined capacity of 15MW and include Angamarca (358kW), Catazacón (1MW), El Estado (2MW), Illuchi I (5MW), and Illuchi II (6.5MW).
Most of these plants have been in operation for over three decades, with Illuchi I running for 72 years. Elepco has reported that many components have outlived their useful lifespan, and the plants face technological obsolescence, difficulty in sourcing spare parts, and insufficient maintenance. These issues have led to some units being decommissioned.
The upcoming studies will evaluate the prefeasibility of modernizing the plants, incorporating environmental updates, and exploring a new management model. Elepco has invited consultants to submit proposals for the 240-day contract, with a decision expected in October.
In addition to hydroelectric plants, Elepco operates substations, subtransmission lines, and distribution infrastructure, with a 2024 investment budget of US$65 million.
