City Officials Move Forward with Backup Generator Installation for Raw Water Pump Station

City officials are preparing to approve the lowest bids for the installation of a backup generator as part of the Raw Water Pump Generator project. The initiative, funded by the American Rescue Plan Act, has an allocated budget of $800,000, according to city engineering consultant Michael Marino. Some electrical work associated with the project will need to be re-bid to align with the budget constraints.

“There were additional components we included, but those are not covered in the budget,” Marino explained.

The generator has already been shipped and is awaiting installation outside the pump station located on River Road in North Tonawanda. The installation requires a concrete pad for the generator, as well as a diesel fuel tank. City officials are set to approve the lowest bid for the concrete work from NFP & Sons at an upcoming meeting on Wednesday.

Third Ward Alderman Mark Devine reflected on the importance of this project, recalling discussions with Joshua Fiegl, the city electrician, and Dennis McNamara, chief operator at the water treatment plant, about the necessity of a backup power supply for potable water. “That was nine years ago,” Devine noted, adding that Fiegl and McNamara should receive credit for their foresight.

The pump station draws water from the Niagara River, a vital source for the city. Although the station has operated effectively for many years, it currently lacks a backup power supply. Marino emphasized the importance of the pump station, stating that while there is an intercept at Lockport’s water treatment plant for pre-treated water from the Niagara County Water District, that supply is limited and costly, making the pump house’s operational capacity crucial.

“All contracts for the necessary work to install the generator are currently being assembled,” Marino stated. “This specific contract is urgent because it involves concrete work, and with winter approaching, timely action is essential. The other contracts, which include electrical and mechanical work, are expected to be presented next month.”
